- CONCLUSIONS: Diagnostic Statistical Manual Version 5 cannabis use disorder (CUD) diagnostic criteria developed for illicit cannabis use may not be appropriate for people using medical cannabis under prescribed conditions. CUD rates are statistically significantly reduced when the 'Prescription Cannabis Use Disorder' framework is applied to people only using cannabis products in accordance with the conditions identified on their prescription (including dose, route of administration and indication). This has considerable clinical and policy implications in settings where medical cannabis is legally available under a prescription model.

- CONCLUSIONS: In Finland, reaching legal drinking ages appears to be associated with substantial short-run increases in mortality and morbidity, concentrated among young men and linked to external and alcohol-related causes. These findings suggest that minimum legal drinking age policies carry important public health costs that should be considered when evaluating alcohol regulation. At age 18 years, where the drinking and driving-licence thresholds coincide, both mechanisms contribute: controlling for driving-licence status reduces hospitalization estimates by approximately one quarter, but a substantial alcohol-access effect remains.
